Outlook 2002 Rules Wizard Disappeared

I just installed Outlook 2002 on WinXP after a reformat. The Rules Wizard
is nowhere to be found - doesn't appear on the Tools menu or any other
place I can discern. Un-and-reinstalled Outlook w/ same outcome. Tried
cussing at it to no avail. Now at end of my rope. All assistance
appreciated.

Also, a few wise words on how to back up Rules and other settings would be
warmly received...
 
Just to be sure, are you showing full menus or personalized menus?
 
Full, but it's moot. Realized I hadn't yet installed the patches and
whatnot, and after I did, the Wizard appeared.

Could still use backup tips, though...
