Rules Wizard, Advanced Option: how do I setup a custom action?

I want a Rules Wizard to save the Email message in a folder on my C: Drive.
Under the Advanced Option of the Rules Wizard, I found a statement "perform a
custome action". It went to a window that had no selections. How can I
create a custom action that could be picked from this window to save the
specified email to a folder on my C: Drive.

It's harder than that. Custom actions are .dl's written with Extended MAPI and C++ or Delphi.

If safari will tell us what Outlook version, we can tell them whether they can use a "run a script" rule and VBA code, as shown at http://www.outlookcode.com/d/code/zaphtml.htm
