my custom action rules are blank. how do i create one?

I want to use custome action rules but there are none, and I am not able to
type one in. How do I create a custome rule?

Custom actions are .dll components built with Extended MAPI and C++ or Delphi
in such a way that they can be invoked by Rules Wizard. Unless you're an
expert in those technologies, you're not going to be able to create a custom
action.

Maybe if you explain exactly what it is you hope to do with a rule, someone
can suggest a solution.
