How do I create a custom action in the Rule Wizard?

I have set up a rule to have certain e-mails sent to a separate folder,
rather than to my in-box. I modified the rule to turn off the message flag,
as well. All this is working great. Now, I'd like to have the messages
automatically 'marked as read' when they hit that folder. There is no option
for this in the rule wizard, but I can choose a 'custom action.' However,
there are not custom actions, currently, and I don't know how to create one.

Can someone please help me?
