Rules only run manually

Hi, I have setup several rules using the Rules Wizard. These rules only
work when I run them manually, instead of when they arrive in my Inbox.

Any help would be greatly appreciated.

What is the exact rule?
 
Outlook 2003
Exchange Server
I setup a rule to move an email to a specified folder based on specific text
in the subject line.
