Rules not working in Outlook 2003/2007

I have a couple users in my organization whose rules are not working. One is
using Office 2003 and the other is using 2007. If you run the rule manually
it works fine but it won't work automatically the way it's supposed to.
I've deleted the rules numerous times and recreated them and verified
they're set up the way everyone elses are set up but they're still not
working. I've even removed Office and reinstalled it and it's still not
working. All the rule is supposed to do is move all emails with [SPAM] in
the subject line to the Junk E-mail folder. Any suggestions?

I'm having the same problem. I can run rules manually, but they will
not work on incoming messages automatically. Can anyone help?

Please post your exact rule and an example of a message you believe should
trigger it. State whether or not the rule is the only rule and, if not,
what other rules also exist and at what position the failing rule stands in
the list.
