Rules not working

I am using Outlook 2003 and have numerous rules set up to handle incoming and
outgoing e-mail. Some of the rules have stopped processing completely. I
have edited all rules to make sure all "file to" folders are linked properly,
but that did not help, so I deleted the rules and set them up new, but they
are still not working. Our systems administrator recently turned off
cacheing on Outlook, could that be the problem?

Cache is unlikely the issue. Have you tried disabling all the rules but
one to see if it that single rule works and then enable them one by one until
thigns break?
