Rules and Personal Folders in Outlook 2003

I can't seem to get my rules to run automatically when e-
mail arrives in my personal folders inbox. I can run the
rules manually and they work. Any ideas?
 
Do the rules apply to the mail that arrives in the Outlook Today mailbox?

If so, what are the exact rules? Have you already tried recreating them?
