rules and multiple accounts

I have problem with rules and multiple accounts in Outlook 03.
My Outlook is configured to use Exchange server for my corporate mail and I
have also 3 other POP3 account configured in Outlook. When I am at work
connected to Exchange server everything is ok. But at home Outlook works in
offline mode and a) I cannot modify rules, b) rules are not applied to
incoming emails for POP3 accounts. I know I can use profile but I need to
have all my emails in one PST file.

I think rules operate on an account basis or at least the dialog is laid out
that way. Plus I think they're stored on the server in an Exchange
environment so that might explain why you can't change them while offline
from it
