rules and alert option missing

I want to create a rule for inbox. I do not have the
Rules and Alerts option in Tools Menu. I have Microsoft
Office 2003 installed. WHAT TO DO?

Hi.
The ADVANCED toolbar has the RULES AND ALERTS icon (looks like the My
Documents icon with a bell on it).
To show the advanced toolbar click on the VIEW menu, then choose
TOOLBARS --> ADVANCED.
Is it there?
