I installed Outlook 2007 on my new machine and managed to get the pst and
signature files from the old machine transferred. However, in the new
installation I don't see Rules and Alerts under the Tools menu. How do I
create rules?

I assume it would be possible to bring in the rules from the old machine, if
so, which file do I need to copy over?

It should be there. Enable the Advanced toolbar and see if the "Rules and
Alerts" button appears on it.

They're in the registry or PST, depending on the prior version of Outlook.
For OL 2003 ande above, they should be in the PST. However, I find that
it's best to export them on the old PC with the Rules Wizard, then import
them on the new machine with that Rules Wizard. That way, no matter where
they're stored, you'll have an RWZ file to take with you.

Rules and Alerts will be available when in a mail enabled folder, such as
in-box.
