RTHDCPL.EXE - Illegal System DLL Relocation

After installing KB925902, I get error message

"The system DLL user32.dll was relocated in memory. The application will not
run properly. The relocation occured because the DLL
C:\WINDOWS\system32\HHCTRL.OCX occupied an adress range reserved for Windows
system DLLs. The vendor supplying the DLL should be contacted for a new DLL."

upon boot. Any idea why and how to fix this?

I have installed this fix - but now have another problem - with
Winlogon terminating unexpectedly soon after I log on. Anyone else
seen this?

DownloadCenter?

Tried to download the fix KB935448. Goes to Genuine Validation, then
tells me error in validating, try again, which I do and it accepts the
validation and then I go nowhere.

Please retry the download after you've deleted the Temporary
Internet Files and shutted down all opened IE windows.

message again.
