Illegal System DLL Relocation

Hi,
Can someone tell me how to eliminate this error message please.

RTHDCPL.EXE - Illegal System DLL Relocation.
The System DLL user32.dll was relocated in memory. The application will not
run properly. The relocation occurred because the DLL
C:\Windows\system32\HHCTRL.OCXoccupied an address range reserved for Windows
system DLLs. The vendor supplying the DLL should be contacted for a new DLL.

I am running XPPro SP2.

I have the same problem with the same version. But when I unistall the most
recent Windows update (yesterday for me) it goes away. When I reinstall it
comes back.
