right-click "explore" lost

When I open XP home start menu (new style , not classic style) and click on
"all programs" and then
click on any folder, and then right-click on the folder and choose
"explore", the explore window does not come up. Instead, the click appears
to bring up the folder underneath the right click menu. The "open" function
also does not seem to work. ("delete", "rename" , "sort by name" and
"properties" seem to work fine). Anyone know how to get "explore" and
"open" back?

Click Start- Run- Type:
regsvr32 /i shell32.dll

If that doesn't work then -
