Revoke Terminal Server Per Device Licenses

I have 2 TS Per Device Licenses that I need to revoke. Actually the whole
database seems to list old names (some systems have been renamed, but it
would be nice if the database would update the name->ssid relationship, if
that's what it's reflecting.) Anyway, I have a user that cannot log in to
terminal services because some test systems, which are not being used, have
claimed the licenses. How do I get these licenses back so that the intended
user can log in? Why oh why does it have to be like this!? ;) I've
deactivated, reactivated, etc...no refresh, nothing. Please help MS.

I assume that you run 2003 on the TS?

You can't revoke licenses, and it shouldn't be necessary either.

TS CALs have an expiration date of 52-89 days after issueing.
Licenses that are not used (because the client does not
connect to the TS anymore) will automatically be returned to the LS
after the expiration date. So just stop using your test clients, and
their licenses will automatically expire. In the meantime, your new
clients will get a temporary TS CAL, which is valid for 90 days.

Note that these time periods are choosen to make sure that your
temporary license lasts long enough for the old license to become
available again. So if you are reaching the end of the 90 day
temporary license period without having TS CALs available, it means
that you have connected with more clients than you have licenses.

The problem is that if I own a device cal but do not want it assigned to a
certain machine I need to "revoke" it somehow to grant it to it's correct
workstation. The TS Server has been running for some time now, and it is no
longer granting any licenses, temporary or not. I have 20 TS Device Cals.
There are 20 issued in the license lists, 1 of which should not have one, and
I need to assign that to it's correct workstation. The temporary list has
one machine with an expired license listed. Why can I not choose which
device I wish to own the CAL?

If a workstation should not have a TS CAL, then you should not have
used it to connect to the TS. It's as simple as that.

Since you have used it to connect (at least twice), you have used
one of your TS CALs for this workstation. Moreover, since the
temporary license that has been issued to the "correct" workstation
has expired before the TS CAL that was issued to the "wrong"
workstation expired, *both* clients have connected during the same
time period. So you really need 21 TS CALs, not 20.

Nothing you can do about this now, except to wait for the TS CAL to
expire or buy one more.

Kinda goes without saying, but what a rip off. What if a machine dies and is
irreplaceable? You have to jump through hoops to get it on your network. MS
is so good to their volume customers.

No, that's not correct, as I tried to explain in my first reply:

the TS anymore - it's discarded or re-installed from scratch) will
automatically be returned to the LS after the expiration date. In
the meantime, new clients will get a temporary TS CAL, which is
valid for 90 days.

Note that these time periods are choosen to make sure that
your temporary license lasts long enough for the old license
to become available again.

So replacing a discarded client with a new one will *not* cause
you any licensing problem at all.

Okay. I see what you're saying. The problem is, however, that the temporary
TS Cal is not being issued, the workstation simply receives a message
informing me that the license pool has been completely allocated. The
earliest of the defunct systems to have their license expire is July. As for
now I've decided to use the application's fat client in place of TS for that
workstation, and take it as Microsoft has designed it. I do not believe that
another way will work, unless I take the other publicly explained route of
calling the clearinghouse and begging them for an extra license. It's not
worth the hold time.
