Windows 2003 Terminal Services licensing on a per user basis

Hi,
a question regarding the above subject.

If I use the Terminal Services Configuration tool on my Windows 2003 Server with Terminal Services enabled and change the Licensing mode to 'Per user'. The text below the dropdown says: 'The allocation of licenses to users is not currently managed.'

What am I missing?

I have a TS licensing server installed on another Windows 2003 server and it is issuing licenses on a per devices basis if I change the above licensing mode to 'Per device'. But we want to have 'Per user' licensing.

What this means is that you can use Per User licensing, but that the License
Server won't currently issue licenses. You have to track how many CALs you
need on your own.
