Terminal Services Temporary Licenses Expiring

I have a W2K Terminal Services server. The Licensing server is running
on a Win2003 server and has been activated with 20 licenses. However,
today some of my users are getting a message that states that their
temporary license will expire in 15 days. I also have this same
message in the System Log.

I see that W2k only supports Device licenses while Win2003 supports
both device licenses and user CALs. However, I don't see where the
mistake has been made.

Can someone point me in the right direction?

Have you verified that the W2K TS can actually locate the 2003 LS?
Is the LS running on a Domain Controller?
What kind of licenses have you installed on the 2003 LS? If you
have installed 2003 Per User TS CALs, then it can't issue TS CALs
to W2K TS clients, since those require Per Device TS CALs.

If you installed 2003 Per Device TS CALs, *and* you have enabled
the GPO setting "Prevent License Upgrade" in Computer
Configuration/Administrative Templates/Windows Components/Terminal
Services/Licensing, then the 2003 LS will *not* issue these TS
CALs to W2K TS clients either.

Of course, if all of your clients run W2K Pro or XP Pro, they
should be receiving the build-in "Existing 2000 Per Device TS
CALs" from the 2003 LS.

In summary: if "Existing 2000 Per Device TS CALs" are issued
correctly to any W2K Pro or XP Pro clients, but other clients are
running on temporary licenses, then the W2K TS has located the
2003 LS, and you have to install Per Device TS CALs or disable the
"prevent license upgrade" policy.

If also W2K Pro or XP Pro clients are running on temporary
licenses, you have a LS discovery problem.

Vera,
Thank you very much. I'm pretty sure that my problem is that I had
installed User TS CALS. I will reinstall the licenses as Device CALS
and see what happens.
