Revert back the OS.. Urgent help needed!

Problem Statement:
1. I had Windows Whistler (version Beta2.....before
releasing XP MS released this version) in my PC.
2. I Uninstalled Whistler version and reverted back
previous OS (i.e. Windows 98).
3. Again I installed Whistler (during installation I
mentioned to Upgrade the existing system).
4. Now the problem started......I can't access any s/w
that were installed in Windows 98. But previously I was
able to access all those with Windows 98 as well as with
Whistler version.

How to revert back Windows 98? In Control Panel in
Add/Remove Software I can't see any installed software
even I am not getting the option to Uninstall Whistler.
Actually I think second time Whistler was installed as
new OS.

Please help me as soon as possible; I'm in a deep soup!

If there is no uninstall option, you need to start over.
Back-up important data first:

Also, all licenses to use Whistler or any prerelease version of
Windows XP expired on the release of Windows XP more than 2 years ago.
