Restrictions Contact System Administrator

I keep getting " this operation has been cancelled due to restrictions in
effect on this computer please contact your system administrator " when I try
to use some programs and sites. I'm the only one on this computer. this just
started the other day when I updated all my Microsoft solfware (
xphome,officexppro ) I updated the sp2 a month ago and didn't have this
problem.

IT's is occuring in IE v6.0.2900.2180.xpsp_sp2_rtm.04080321581c,and Outlook
2002 ( 10.6515.6714 ) sp3 and microsoft e-mail.

goto my computer
press Alt + T + O
press Control + Tab
Make sure their is a dot next to the "Show hidden files and folders"
option
if their isnt put one and click OK
press F4
and type in %windir%/system32 --- then press enter

search for a file called GroupPolicy delete it OUT of the computer
(Shift + Delete)
Now restart your computer

MISSION COMPLETE !
