Administrator problems...

I have a problem in windows XP Pro, when I try to delete/ad a program.
The message that keeps comming up is: This action has been cancelled, due to
restricted access. Contact administrator.
My username is added under the administrator group.
But what ever I do, I can not access any of the computer administrations
programs.
We have never before had this problem....

Please help, as soon as possible......

A policy has been applied. Policies will block any level of user.

Click Start >> Run and type: GPEDIT.MSC

The policy editor you have just opened can apply or remove policy on a
computer level, or to a specific user. I do not know the specific policies
that have been applied to cause admin tools to be blocked, but you can easily
see policy that has been applied.

To start, click User Configuration>>Administrative Templates, and then
browse through each section to see what policy is running. Policy that is
enabled will say so in the right-hand column. Policy that is not in force
will say "Disabled" or "Not Configured." Clicking once on a policy will
bring up a description of its function.
It should be an easy matter to see what policies are applied. You can also
look in the Computer Configuration sections for more computer level policies.
