Restriction Warning

All of a Sudden my XP Home is restricting my CD/DVD Drives and my External
drives. The message say's:
"Administrator has restricted this computer to access the CD/DVD Drives."
Then I get a message " Administrator has prohibited access to the USB/1394
devices.
They all have a red circle with the line thru it like a no smoking sign.
I did check and I am the Administrator! Is this some type of virus?
