Administrator has Prohibeted access to USB devices

Whenever I try to use an external USB/Firewire device I get these 2 errors

1st is Restricting Warning
Administrator has prohibited access to CDLDVD Rom Drives

2nd is Warning
Administrator has restricted this computer to access USB/1394 mass storage
devices

The drive is in diskmgmt but looks unformatted with 100% free (works on
other systems), different drive same probem.

The usb start reg key is set fine. The usb system file permissions are set
fine. there is no local policy or group policy enabled to configure this.

I am a domain admin, I tried it as an enterprise admin as well, still no luck.

Ideas?

What happens when you log off the domain, log back on the computer as
its local administrator or a local user with administrator's privileges?
