restricting b/w.

I have win2k pro, 8 machines. One has a DSL connection
with 2 NIC cards with ICS enabled and servers other 7
machines. Sometimes some employees "pull" the bandwidth by
opening 20-30 websites at one go, as a result internet
speed gets extremely slow for other users on the network.
Is there a way i can restrict all 7 machines to 64 kbps or
something like that without using ISA?
Thanks.

I don't think ICS can do this, but a lot of firewalls can - don't know about
the cheap 'n cheerful consumer ones, but I'd google....

I would advise moving away from ICS anyway and get a router/firewall.

No ICS can not do that. Even the low end Netscreens and SonicWalls can mange
bandwidth, however the ones I have seen or used manage "outbound" bandwidth and not
inbound but that still could be very helpful. Most vendors have their user manuals
available online to read. --- Steve
