I have windows XP SP2 and would anyone know what a "restricted windows
account" is, in relation to my norton intrusion detection working properly??
I've completed all the symantec knowledge base information on the error
(LU1018), but still, I have a "restricted windows account".

Anybody have an idea of how to rectify this situation and "unrestrict my
Windows account?

A restricted account is any account that does not have Administrative
rights. In other words, there are Administrators, then there are many
different types of restricted accounts including users and power users.
I think I saw an article in PC World or one of those magazines that
noted some virus scan products not working properly unless they are run
as an Administrator.

You need to make yourself an administrator by adding yourself to the
administrators group on the machine if possible.

I think you can enable that from going to

(right click) my computer > manage
then goto the "Local Users and Groups"
(this is located in Computer management > system tools)
goto users
(right click) the user you want to configure
then goto properties
There might be a tick on "Account is Disabled"
IF this is ticked untick it

(IF THIS ISNT I DUNNO HOW UNRESTRICT IT -- SORRY !!!!!!!!)
