Restrict account from launching certain programs

Hi,
I want to setup a quite restricted account (I'm using WinXP PRO) - this
account should not be able to launch any of my office applications or other
programs in the "Program Files" DIR. However it should be able to launch IE
and surf the net (so that someone who visits me can check his
email/web-mail). I realized that with the in build guest account you can
launch IE (which is Ok) - however you still can navigate to C:\ and then
further to the "Program Files" DIR where even the GUEST account then can
launch any application he wants. How would I restrict this?
