Restoring a User and\or accessing the admin acct?

Hi, I need some help please. I have a friends laptop here
that her husband deleted her XP user acct and when you
try to go into her acct it just loads up to the
screensaver she had going and wont go any further. Now
he did have a user acct on the computer too but he
basically never used it so it is just the basic setup
when you config a new user acct. Now you can access his
acct and I wanted to go in and do a "System restore" (to
a previous state you know) but it says I cant because I
dont have the rights or admin privelages to do so.

So...is there any way to get her user acct and settings
back? If so Im figuring it will only be able to be done
thru an admin acct in control panel, admin settings? If
that's true, how do I make an admin acct so I can have
rights to do a restore? Thanks for any recommendations
and advice!

You need to log in with an admin-level account. You cannot make one from a
non-admin level account. If this is XP Home, restart in safe mode (press
F8) and the administrator account will be visible. The default password is
blank - if you're lucky it hasn't been changed.

There are some things you cannot do in Safe Mode, so you may find it helpful
to create an admin account for your maintenance use and use that in regular
mode to continue the work.

The system restore may or may not restore the deleted account. The user
directories may still be present, though, so you may be able to simply
create a new account and copy the old files to the new user folders.
