Restore Windows from system state

Hello All,
I am trying to restore a exchange server 2003 on windows 2003 server without
any service pack to a new hardware.
i am follwing this article

I install the operating system and then i recover the system state backup.
Doing this i am getting a blue screen.
Please let me know in case if i am missing something.
