After automated downloads when I have to Restart, my computer turns off but
does not automatically restart; I have to physically turn it back on again.
Is there a configaration setting, which I must change to allow an instant
Restart?

Any advice would be grately appreciated

I would suspect you have some damage in your system files. I would test this
at start/run, type:
shutdown /r

If this works, it's probably some problem in the WMI. Check that Windows
Management Instrumentation service is started.
