Resizing attached pictures

In the recent past, I would send pictures from Windows
Explorer (browsing one of my folders with photos) and
select some for email. I would get the option to 'make
all my pictures smaller' as a radio button option. I
would most often select this as I wanted the recipient to
be able to download quickly and just see photo contents,
w/o regard for reprint quality.

Now I am not getting this option, and the attached photos
(in Outlook Express) are full file size.

I don't think System Restore is a good option for this,
and would like to know where in Registry to reset this
option. - Thanks

To repair do the following:
Click on Start, click on Run and type the following in the textbox:
REGSVR32 SHIMGVW.DLL
and press Enter
Note that there is a space between ...32 and SHI...
