requested site is either unavailable or cannot be found

Whenever I try to download anything (.pdf, .exe, etc.) I
get the following error message -
"Internet Explorer was not able to open this internet
site. The requested site is either unavailable or cannot
be found. Please try again later."

I have Windows ME, IE 6.0 and Norton Internet Security.
Any help appreciated!!
