"IE cannot download... site is either unavailable or cannot be found..." help!

i can't currently donwload anything form the internet as when i do it starts getting the file information in the download box but then comes up with this error

"IE cannot download file.exe from website.com
IE was not able to open this internet site. The requested site is either unavailable or cannot be found. Please try again later.

i get the same error no matter what i am trying to download from any location
i have changed all of my interent settings back to their default level

what could be causing this
some other people are having the same problem, does anyone have any advice?

The same thing is happening to me, I have also emptyied

my temp folder, changed catlog to oldcatlog and deleted
all my hosts in windows-drivers-hosts- i still can't
download.
