Sorry...Here I am again. Went to HKEY_CLASSES_ROOT and
located CLSID and
645FF040-5081-101B-9F08-00AA002F954E, clicked on that;
found "default" in the right pane, double-clicked that
and changed the name of the Recycle Bin. Clicked "OK"
and closed Regedit.
PROBLEM: When I went to my desktop and clicked on it,
pressed F5, it didn't change. My blasted recycle bin is
still named "recycle bin." Not a huge problem to be
sure, but I'd really like to gain control. What confuses
me is that in the file it's named what I want it to be
named but not on my desktop icon, and I simply don't
understand that.

You went to the wrong place.

User changes go here
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\CLSID\{645FF040-5081-101B-9F08-00AA002F954E}
And this will override anything at HKCR level.

Right idea wrong route. This is where you need to go. HKEY_CURRENT_USER\Software\Microsoft\windows\CurrentVersion\Explorer\Clsid\645FF040-5081-101B-9F08-00AA002F954E and then click on the last one to open the sub keys on the right and then double click default to open the modify window and type in what you want and then click ok. Now right click in a blank area on the desktop and then click refresh and you recycle bin will say whatever you typed in. good luck.

I followed your instructions, but when I clicked
on "default" the place in the window that came up that
shows "name" was grayed out so I couldn't type anything
in it. I think this may be more trouble than it's worth
and am about to give it up. I really do appreciate your
taking the time to answer my letter.

Default values don't and can't have names. Enter the label for Recycle in Value Data. Some versions of NVidia drivers will reset the names on each boot.

Okay... I entered the label in "Value Data." Still
didn't work. Also rebooted computer to see if the info
would hold: you're right, after a reboot (in the modify
window)it goes back to what it was before I changed it.
Looks like Windows XP has me beat. Oh well... it's not
like it's really important, is it? Just agravating!
