Recycling Bin

Everty time I delete something it doesn't show up in the recycling bin, I
checked it's properties and they are fine, I think I might be missing
something called {645ff040-5081-101b-9f08-00aa002f954e}, because I went to
help and it told me how to modify it but I couldn't find it. What do I do?

Note: Files that were previously deleted will be permanently erased from the Recycle
Bin.

Create a notepad document and save it (any name will do).
Now delete the file so that it goes to the recycle bin.
Empty the recycle-bin.

To test, create another file and then delete it – does it now show up in the recycle
bin?
