Adding "Rename" to an icon

With my old PC, I could go into the regedit and
add "rename" to my "recycle bin" icon by clicking
HKEY_LOCAL_MACHINE/software/classes/CLSID/645FF040-5081-
101B-9F08-00AA002F954E/shell folder/"Attributes"/and then
change value to either, Add rename only 50010020/Add
delete only 60010020/Add delete and rename only 70010020.
My new XP system will not add "rename" to my "recycle
bin" icon when I add any one of these values. Also I used
to be able to change the name of my "recycle bin" icon to
any name I wanted by going to the regedit and doing the
above. Is there someway I can do this with my new XP
system? Thank you.
