Is there a way to repair Windows XP from the OEM recovery
disk without having to restore it to its original form and
delete everything on the hard drive?

yes there is,
if you have the disk,
if you do goto the reinstall and select reinstall windows
(i think), there is an option that says repair.
WARNING: there are two options, one is on the main setup
screen, the other is inside a menu (the top selection you
just have to look for it)

Only if the OEM supplier provides for it (most don't), you need to ask them.

With most OEM restore CDs, no - that restore to ex-factory state is all
that is required of them. There are some (Sony for example) that also
provide for a non-destructive reinstall. You will have to consult the
machine's manual, or the supplier
