Repairing network connection

If I try to repair my network connection in Windows XP I get a repair
failed: purging dns resolver cache message. Also ipconfig /flushdns
gives the following error message:
Could not flush the DNS Resolver Cache: Function failed during
execution.

A previous reply stated that the original poster did not have the DNS
client cache service running. How does one start this service? I can't
find any information in Windows Help and Support.

I found out that "net start dnscache" works. After the cache service
starts I was able to flush the cache and repair the network connection.
The underlying problem is a slow internet connection. I was getting
300-500 Kbps but now am getting about 50-100 Kbps. Adelphia, my Internet
Provider, claims the problem lies in my computer, not the modem or
incoming line. Repairing the network connection doesn't seem to help...

I AM CURRENTLY USING WINDOWS XP PROFESSIONAL PROBLEM IS
UTILIZING THE INTERNET CONNECTION. WHEN I CLICK TO THE
CONTROL PANEL NETWORK AND INTERNET CONNECTIONS NETWORK
CONNECTIONS THEN TO ADVANCED THERE IS NO AREA THAT SAYS
ALLOW OTHER NETWORK USERS TO CONNECT THROUGH THIS
COMPUTER'S INTERNET CONNECTION CHECK BOX
WHAT COULD BE THE PROBLEM
