to perform a repair installtion
you need to boot from the XP cd and just follow the
prompts...

though you will not get to the repair installation option
from the repair console...you may want to try going there first and running
chkdsk /r

If that's not what you were looking for then perhaps this is
what you meant:

You will not get Repair Install option, IF your boot.ini file is damaged.
per michaelstevens repair install procedure

That Nepatsfan provided link to:
How to Perform a Windows XP Repair Install
http://www.michaelstevenstech.com/XPrepairinstall.htm

Select the XP installation you want to repair from the list and press R to
start the repair. If Repair is not one of the options, read this Warning#2!

See Warning #2
This may fix your whole problem and may not actually have to do a "Repair
Install".

Maybe wishful thinking!!??!!

This maybe the reason

I tried all this things and went back to try and repair I boot from disk and
it takes me to windows setup, but the repair option is still not available is
there anything else I can try

you did the bootcfg /rebuild?
i don' think you're doing something right!!

didn't work?
