Renaming a Web Site in 2003

After opening an existing web site that was created using Front page 2003 -
how can you save that entire site by another name?

Tools | Site Settings | change the Web name
that changes the name

or
Open the web site locally and Publish it to where you store your local webs
but under a different name.
