Removing Sharepoint Web Part Framestate text

Does anyone know how to edit the framestate text in a List or Document
Library web part? I want to replace the "There are no items to show in this
view of the "General Information" list. To create a new item, click "New
item" above." with correct instructions. If I choose a minimized framestate,
then the 'add new announcement' or 'add new document' links disappear.

I think you may want to ask this question in a more appropriate
newsgroup (and I'm not even sure which one to suggest). This newsgroup
is for people developing Microsoft Access databases.
