Remove IE General tab with XP HOME

I have the path to use the Group Policy Edit feature in XP Pro which allows
me to remove the General Tab from IE (Tools, Internet Options)

It is my understanding that this feature is NOT available to XP Home users.
How do I accomplish the same thing (remove the General tab in IE) using
Windows XP Home?

Anything simpler then Regedit?
If Regedit, how do I do it?

Regedit or VBScript?

HKCU and HKLM
Software\Policies\Microsoft\Internet Explorer\Control Panel\
DWORD "GeneralTab" (I think that'd be case specific)
Value 1 would mean enable the setting (No general tab)
Value 0 would mean disable the setting (general tab enabled)

How odd... Normally I see people asking how to enable it again after
malware's gone and disabled it.
