Removal of Norton

I have a friend that has a new "refurbished" HP PC. It has Norton
installed. We have tried everything "normal", such as the Control Panel,
and Search File to remove this program and it still has some hooks at
various places. What is the best way to really clean Norton out?

I had this happen on my in-laws computer, the harder I tried, the
worse it got!
