Removable Storage Service prevents Windows Backup from starting

I have Windows XP Professional. On this PC Windows Backup will not start
unless I disable the Removable Storage Service which Windows Backup requires
to write to external devices.
I have uninstalled and reinstalled Windows Backup but it does not make a
difference.
Does anyone know of a fix?

Here is what worked for another user:

"Poprivet said:
Remove and reinstall the Removable Storage device. Software AND hardware.
Once removed, let XP redetect the hardware and reinstall the software.

Thank you very much for the help that you gave me. It solved my problem
totally. I've done everything that you said and also deleted the contents of
the %SystemRoot%\system32\ntmsdata folder while in safe mode after stopping
the removable storage service.
Then, now when I'm logged back under normal mode, I don't get any errors and
also am able to backup and restore files using the Backup Utility.
