Problems with Removable Storage

I played with Removable Storage on Computer Management. Although I do have
access to the system as administrator, I somehow seem to have blocked
Removable Storage service access to all users including me.
I am able to use Removable storage but I do get error messages such as
"Backup Utility cannot connect to Removable Storage service. This service is
required for use of tape drives and other backup devices. Please exit and
start the Removable Storage srevice using System services function of the
Management Console". I have done that and tried System Restore too but all
attempts are in vain.
I tried using Safe Mode to log in as Administrator and remove this problem
but since that service can't be started in Safe Mode, even that option is
gone.
My final option is to use System Recovery which puts the system back to
factory settings.If there is an alternative via which I can repair this
problem, please let me know.

Remove and reinstall the Removable Storage device. Software AND hardware.
Once removed, let XP redetect the hardware and reinstall the software.

Thank you very much for the help that you gave me. It solved my problem
totally. I've done everything that you said and also deleted the contents of
the %SystemRoot%\system32\ntmsdata folder while in safe mode after stopping
the removable storage service.
Then, now when I'm logged back under normal mode, I don't get any errors and
also am able to backup and restore files using the Backup Utility.

I Had the same problem but solved this way:
- stop the RSM service
- Delete the content of %systemroot%\system32\NtMsData\
- restart the RSM service
