Remote Web Page

I have compose most of my web page, and I was reading where you can post to a
remote web page to make sure everything is working. Can someone give me a
brief overview of what this is? Do I need to already have a domain name and
host web site in order to do this?
 
You must have live/remote site to publish/upload to.
