Is there a way to install a net share on another computer remotely...
1. with admin rights??
2. without admin rights??

You need administrative rights.

Execute; %windir%\system32\compmgmt.msc

Action --> connect to another computer

Then you can go to "Shared Folders" for the remote PC.

Then Right-Click in the right pane and choose "New file share."
 
David shows a great solution. Power users can also create shares on a
computer. You can also create shares via Remote Desktop if you have that
access to the remote computer. Rmtshare from the command line is another
possibility. --- Steve
