Remote Destkop Problem

I'm having trouble establishing external remote desktop connections.
I'm wondering if the issue could be my ISP. I use cable model and have
a netgear routeer. I've setup port forwarding on the router to 3389 as
well as my HTTP port.

My host is setup to to allow remote desktop connections and I've
configured the web interface. So internally, everything works fine
when I do http://localhost:myhttpport/tsweb/.

However, when I use my external IP address, the connection cannot be
established, with error "host cannot be found"... I get my external IP
address by going to one of the many sites which tell you what it is...
Is is possible that my "external" ip is not just mine, but my ISP has
assigned it to several users who are sharing it? i.e. I'm behind yet
another "router" which is controlled by my ISP ???

Is that port being forwarded to your local ip address of the machine you're
trying to login to?

Wouldn't work. Everyone needs an unique ip address.
