Cannot connect to remote desktop!

I cannot access remote desktop enabled on my home computer from any
other computer.

My home system is the XPPro host. I have my public IP and have opened
port 3389 in both my software firewall and in my router configuration.
I also enabled IIS service for web remote access and specified port
1977 for the service.

If I try and establish a standard Remote session by typing my public
IP, username, pass, it says
"The client could not connect to the remote computer" blah blah...

If I try the Web Remote connection at: 69.145.xx.xx (public
IP):1977/tsweb I get a page cannot be displayed error.

Could my ISP be blocking the connection? I can't ping my public IP
address either.

Have you enabled ping in the router? Can you telnet those ports?
