Remote Desktop use with VPN or RAS

The microsoft website says I need to use a VPN or RAS to
use remote desktop software:

"Once you have enabled your Windows XP Professional
computer to allow remote connections, and installed
client software on a Windows-based client computer, you
are ready to start a Remote Desktop session. You must
first establish a virtual private network connection or
remote access service connection from your client
computer to your office network, or host computer."

I can't just plug in my IP address to the client software
to connect to RD?
If so, how do I set up a VPN between two computers?
Can I setup a VPN from my work computer to my home
computer even though my work computer uses a proxy server?

Yes, over the public internet you can use the public IP, as assigned by your ISP, of your target XP
Pro PC. If its over a private LAN use the LAN IP address. If the PC is behind a firewall/NAT/router
make sure TCP Port 3389 is forwarded. In that case use the public IP of the firewall/NAT/router.
