Remote Desktop client

When I attempt to log onto a Win2K server running
Terminal Services from a Win2K Pro computer, I receive
the following error:

client could not establish a connection to the remote
computer

If I make the user a local administrator on the client
computer, they are able to connect to the terminal
server. Why?

The article is specific to Windows NT. Does this apply to
Windows2000 and WinXP?
