Can Windows xp be used as a remote access server? Can the applications be
run remotely off it?

Via remote desktop you can run application remotely.

Yes.

Windows XP (Professional only) has a build-in Remote Desktop.
It uses port 3389 in your router, if you want to log on outside local
network.

You can also use the Tsweb folder in IIS to log on in browser from any MS OS
version.
